The ICCD (International Conference on Computer Design) is a traditional association jointly sponsored by the IEEE Computer Society and the Circuits and Systems Society, and covers all aspects of computer design. To cover its broad range of research activities, the ICCD consists of six major operations called "tracks" as follows:

The 1995 ICCD meeting was held in Austin, Texas, from the 2nd to the 4th of October. All papers submitted were reviewed by the members of each track's program committee. Only one paper was selected as the Best Paper for each track. Therefore, six papers in all were awarded as the ICCD Best Paper. The award was presented at the banquet held on the evening of October 3, 1995.

In designing RWC-1, a unique method called MDCE was employed to interconnect processors. Shuichi Sakai and Takashi Yokota prepared a paper entitled "A Prototype Router for the Massively Parallel Computer RWC-1," which compiled the design specifications of the VLSIs they developed in their laboratory to implement MDCE for RWC-1. They feel fortunate to have been chosen for the ICCD Best Paper Award for their paper which was submitted to the ICCD's Data Communication and Networking Track.

Since page numbers were limited to six, Dr. Sakai and Dr. Yokota could not describe their research results in full detail, but felt their reasons for winning the award were probably due to their; successful proof of the advantage of the MDCE interconnection method, objective demonstration of the necessary quantity of hardware based on results of prior evaluations, comprehensive explanation of the internal structure, and cautiously attached photographs of VLSI prototypes that they created.
